In 2071, approximately fifty years after an accident with a hyperspace gate that rendered Earth nearly uninhabitable, humanity has colonized most of the rocky planets and moons in the Solar System. Amidst a rise in crime rates, the Inter-Solar System Police (ISSP) established a system of legalized contracts, where registered bounty hunters, also known as "Cowboys," track down criminals and bring them in alive in exchange for a reward.
